APOLOGIES
Apologies for absence were received from Cllrs. M. A. Humphreys, M. King, D. Mitchell and R Prince and Sgt. D. Jacks – N. Wales Police.

POLICE MATTERS
It was reported that there had been a number of burglaries from dwellings recently. It was hoped that a positive update could be given at the next meeting. The following issues were raised by Members:

(i) Concern over the crossing on Holt Road near Tanydre providing access to Rhosnesni High School. Pc. Spowston indicated that school crossing patrols were the responsibility of the Highway Authority however the PCSO and/or Community beat Manager will monitor if time allows.
(ii) Rowdy behaviour in Smithfield area at 4 – 5am at a weekend. Concern over members of the public leaving town centre clubs and travelling through Smithfield on their way home. Pc. Sprowston commented that there are limited police resources available at this time of day but if there are specific problems, residents should telephone the police who in turn should respond.
A general discussion ensued. Some members were of the view that clubs should accept some responsibility and perhaps fund extra police as the Football Club are required to do on match days. It was felt that CCTV and the Clubs’ own door staff should contribute to monitor the situation more closely. Concern was expressed that this pattern could increase when the Eagles Meadow facilities are open.
(iii) Concern was expressed by some members over Police officers involving themselves with environmental issues and “clean ups” when they could be better employed dealing with crime issues. It was acknowledged that community involvement fosters good relations and breaks down barriers between members of the public and Police, however a sensitive balance was needed. It was agreed to place this matter on the agenda of the next Neighbourhood Policing Panel meeting for further discussion.

The Police representative was thanked for assisting with reducing the incidents of irresponsible parking around Eagles Meadow.

CONFIRMATION OF MINUTES
Resolved:
That the minutes of the meetings of the Ordinary Meeting held on 12th June 2008 be received and adopted as a correct record.
Matters arising:
It was noted that we had not heard if a name had been accepted for the development at Abenbury Road (PM 29 iv)


36.

YOUTH SHELTER – SMITHFIELD WARD (PM 25 & 18) (156,145,133 – 2007)
The Clerk received a petition in support of the project signed by 19 residents and 19 young people. The County Councillor for the Smithfield Ward confirmed that the Residents Association was supportive of the proposal. Members expressed their support for the proposal and felt that the location was less of an inconvenience than traditional meeting places such as Bernard Road and outside the disused Church. Whilst acknowledging the objections, it was felt that the location was far enough from residential property and should not be an inconvenience given the location of the Sports Complex opposite. Following discussion it was Resolved:
To proceed with the provision of a youth shelter in the location as previously determined.


37.

STREET LIGHTING
The Clerk of the Council reported that schemes were invited for additional or upgraded lighting for 2008/9. The schemes would be evaluated and costed by Wrexham CBC Lighting Engineers and reported to the September meeting for prioritisation. The following schemes were or had been previously submitted:
Additional lighting adjacent to new parking area Rose Grove / Almond Grove
Replace old lamps at Field View
Outside / adjacent to Nos 1 & 2 Bryn Eglwys Road
Review / upgrade lighting in Rosewood Avenue
Review / upgrade lighting in Sutton Drive
Additional lighting off Goodwick Drive
Relocate of additional lighting steps leading to Field View from Crescent Road
Additional lighting by ramped footpath at Whitegate Bridge

Arising from the observations of members it was noted that the light adjacent to 35 Cefndre had not been upgraded in accordance with a previous decision of Council. It was agreed to remind Wrexham CBC that this work was still outstanding.


38.

NOMINATIONS – VENTURE MANAGEMENT COMMITTEE
The Clerk reported that the Council had been invited to submit two nominations to serve on The Venture Management Committee for 2008/09. It was Resolved:
That the names of Cllrs B. Halley and J. Humberstone be submitted.

           Resolved: that objections be raised on the following applications:

Reason – The development could be prejudicial to the amenity of nearby properties in terms of visual appearance and noise.
  P2008/0659 2 Clwyd Wen, Wrexham.
Relaxation of condition 3 of P2008/0339 to obscurely glaze top half of windows on south elevation of conservatory only.
Reason – The original permission is very recent and the condition was imposed for good reason.
  P2008/0714 5 Cefn Road, Wrexham
Erection of 2 no. five bedroom dwellings with detached garages and construction of new pedestrian and vehicular access.
Reason – A new vehicular access into Bryn Estyn Road in the location proposed would be prejudicial to road safety.
  P2008/0745 Site at Rivulet Road, Wrexham
Erection of 40 no. apartments including access and car parking facilities.
Reason - The development would result in an increase in traffic emanating from Rivulet Road and have an adverse effect on road safety at the junction with Derby/ Smithfield Road.

 

 Arising from the observations of members, it was agreed
i.         to enquire if a visit to the Eagles Meadow development could be arranged in view of the large            number of planning applications being received.
ii.        To enquire if a phased start could be made on the Whitegate play area project.


40.

APPLICATIONS FOR FINANCIAL ASSISTANCE
It was unanimously resolved:
That the Council, in accordance with its powers under S137 and 139 of the Local government Act 1972, should incur the following expenditure which, in the opinion of the Council, is in the interests of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure:

(i) Pentre Gwyn, Tan y Coed and Coed y Bryn Community Assoc.- £250

i. Wrexham CBC – Owain Glyndwr Status (Initiative by the National Playing Fields Assoc aimed at protecting land for recreational use in perpetuity)
Resolved:
To submit The Dunks as a candidate site for Owain Glyndwr status with land at Tanydre also worthy of consideration.
ii. Wrexham CBC – Quotation to improve road junction at Manley Road
Resolved: That the scheme as outlined be approved at an estimated cost of £5,000 to be funded from Amenities/ Environment budget.
iii. Welsh Assembly Government – Review of electoral arrangements
Resolved: That the letter be noted.
iv. Invitation from Post Office to attend a consultation event in Ruthin or Caernarfon (network change programme)
Resolved: That the letter be noted

42.

LOCAL GOVERNMENT BOUDARY REVIEW
The Clerk reported that since the agenda had been circulated he had received the draft proposals submitted to the Welsh Assembly by the Local Government Boundary Commission. This follows a review of their original findings and is as a result of a request by Welsh Assembly Government to further review the boundaries specifically between Caia Park and Abenbury.
It was noted that the Commission have completely reversed their recommendation as outlined in their original report and are now recommending that Abenbury Road forms a new community boundary resulting in all of the Llwyd Onn Estate and Abenbury Fields development falling within the community of Abenbury.
Members expressed their disappointment with this recommendation and Resolved:
To object to the latest recommendations and urge the Local Government Boundary Commission to stand by their original proposals.
