Expresses concern. Any commuted sum should remain within the immediate locality. It is difficult to see how the sum involved would contribute to affordable housing. If it does not in any meaningful way then the condition should not be relaxed.

The access and egress from the site are extremely close and may give rise to problems with traffic movement. When building was previously used the Eagles meadow development had not been built. Since that time parking and traffic issues have increased significantly and Smithfield Road is used far more as a strategic pedestrian route. The amenity of nearby residential units must also be considered
